1. General Regulations

The present Regulations specify the terms of admission to DSU on state-subsided and commercial basis for Russian and foreign1  citizens as well as for physically challenged persons.

  1. Admission requirements not regulated by the Law of the Russian Federation, other federal laws, the University Charter and other relevant documents, are set by the university independently.

DSU enrolls students and course participants in accordance with the License for educational activities (Identification Number #2083, dated 31/10/2011 – unlimited) and the Certificate of State Accreditation of DSU (АА #001635, Identification Number #1602, dated 10/11/2008). These documents specify professional training for those seeking Bachelor’s Degree (not less than 4 years), Specialist’s Degree (not less than 5 years) and Master’s Degree (not less than 2 years) in accordance with federal state standards for the following degree programs.

Admission of students to filial branches is carried out by the Admission Committee pursuant to the terms and procedures set forth in annual admission requirements.

Admission of foreign students is documented as a separate item of annual admission requirements.

3. Applicants for Bachelor’s and Specialist’s Degrees are enrolled according to the following:

3.1. their results of the Unified State Exams in subjects relevant to the selected degree program, unless otherwise provided for by law of the Russian Federation; applicants with secondary (complete) general education or with secondary vocational education are enrolled according to the results of entrance examinations.

3.2. the results of entrance exams (determined by the University) – for the following categories of applicants (at their option):

those with secondary (complete) general education obtained before January, 1, 2009;

those with secondary vocational education – for those applying for the corresponding Bachelor’s and Specialist’s degree programs;

those with secondary (complete) general education obtained in foreign countries.

3.3. the results of entrance exams (determined by the University) – for the following categories of applicants:

those with secondary vocational education – for those applying for the corresponding part-time (reduced) Bachelor’s degree programs;

those with higher professional education – for those applying for Bachelor’s and Specialist’s degree courses.

3.4. Physically challenged applicants can be enrolled according to either their results of State Unified Exams or the results of entrance exams held by the University (if no Unified State Exams were taken).

4. The Unified State Exams results which are recognized as the results of entrance competitions for academic majors corresponding to the chosen degree program (specialty) shall not be lower than the minimum set by the Federal Agency for the Oversight.

5. The University is entitled:

to establish the lowest grades in Unified State Exams as well as entrance exams held by the University. These lowest grades confirm the applicants’ successful passing of the exam in academic majors, and are higher than the minimum established by the Federal Education and Science Supervision Agency;

to establish the lowest grades for successful passing additional professional, specialized or creative entrance exams.

Established lowest grades cannot be changed by the university during the enrolment period.

6. DSU is authorized to establish the following types of additional entrance exams:

additional professional, specialized or creative entrance exams for degree programs requiring particular abilities or physical and psychological qualities which cannot be measured in terms of Unified State Exam’s results: 031300 – Journalism, 034300.62 – Physical Training, 070301 – Acting.

The list of degree programs with additional professional, specialized or creative entrance exams must be approved by Russian Ministry of Education and Science.

7. Admission to bachelor, specialty and master degree programs is carried out separately on a competitive basis, unless otherwise stipulated, and for budgetary students and under the terms and conditions determined by Russian Ministry of Education and Science in accordance with the present regulations.

Admission requirements must guarantee people’s rights for education as well as enrolment of most able applicants for the corresponding degree program.

8. DSU is authorized to process and submit foreign applicants’ data without their consent.

9. The categories of applicants entitled to be admitted to higher educational establishments without entrance exams or the categories of applicants possessing the position of priority are determined by Russian law.

9.1. The categories of applicants entitled to be admitted to DSU without entrance exams:

- winners and prizewinners of the final stage of all-Russian olympiad for pupils, members of Russian national teams participating in international Olympiads on subjects as well as other teams formed as prescribed by the Ministry of Education and Science of the Russian Federation. The subjects must correspond to the majors of the degree programs.

- winners and prizewinners of the olympiads for pupils of the I-III levels held as prescribed by the Ministry of Education and Science of the Russian Federation in subjects corresponding to the majors of the degree programs ;

- Olympic, Para Olympic and Deaf Olympic Games champions in sports corresponding to the majors of the degree programs for physical culture and sport.

9.2. The following categories of applicants are admitted out of competition provided they successfully passed the entrance examination:

- orphaned children and children deprived of parental care and adults under the age of 23 belonging to the same categories of orphaned children and children deprived of parental care;

- disabled children of groups I and II, provided they submit a medical and social expert report given by a federal establishment, stating that studying in higher educational establishments does not disagree with them;

- citizens under the age of 20 from one-parent families, provided that the parent is a disabled person of group I and the family’s average income is lower than the level of the subsistence minimum in the corresponding federal Subject of Russia;

- military service members doing their service under contract (except officers), provided their uninterrupted service lasted for not less than 3 years, who apply to state educational establishments of secondary and higher vocational education, as well as preparatory departments of federal higher educational establishments to study there on federal budget resources in degree programs of evening and part-time forms of education;

- citizens who did their service under contract (for not less than 3 years) in Armed Forces of the Russian Federation, other forces and military formations as military servant to be substituted by soldiers, sailors, sergeants, top sergeants and dismissed from service on the grounds prescribed by subparagraphs "б" - "г" of paragraph 1, subparagraph"а" of paragraph 2 and paragraph 3 of article 51of the Federal law dated 28/03/98 #53 – Federal Law “Military Duty and Service”.

- other categories of people prescribed by Russian Law.

9.3. The following categories of applicants enjoy the right of priority to be admitted to DSU under otherwise equal positions – equal points (in order of priority):

- citizens dismissed from military service, children of military servants who died during the military service or as a result of trauma or disease received during the military service;

- children of military servants who died during the military service or as a result of trauma or disease received in counter-terrorist operations or other counter-terrorist activities. The list of people participating in counter-terrorist operations or other counter-terrorist activities is determined as pursuant to the federal law;

- other categories of citizens determined by Russian law;

- applicants with a higher total grade for the State Unified Exam in academic major (or for entrance exam held by the university independently);

- school leavers and graduates from educational establishments of vocational education possessing medal of excellence and diplomas with honors respectively;

- graduates from educational establishments of secondary vocational education majoring in DSU degree programs;

- applicants with elementary vocational education majoring in DSU degree programs;

- applicants having the credit of social, cultural and sport significance (to be witnessed in documents);

- applicants with a higher average grade of the certificate of education (or diploma) in academic major;

- applicants with a higher average grade of the certificate of secondary education;

10. Admission to the second and further years of study is carried out by the university independently.

11. Admission to the master’s degree programs is carried out by the university independently. Only graduates of higher educational establishments can apply for admission.

12. Admission target figures (ATFs) for state-funded places for the University degree programs are established on a competitive basis.

ADFs for budgetary vacancies are determined by:

  1. the Government of the Russian Federation – for education at the expense of the federal budget;

  2. Russian federal subjects – for education at the expense of budgets of the constituent territories of the Russian Federation;

  3. local government bodies – for education at the expense of local budgets.

Target admission quotas are established annually by the above mentioned federal bodies of executive power for each total group of specialties and degree programs as a result of agreement with the Ministry of Education and Science of the Russian Federation.

13. The number of state-funded places for the second and other years of specialties and degree programs is established by DSU as a difference between state-funded places for the first year for this degree program or specialty of the corresponding year and the actual number of students of the degree program or specialty of the corresponding year.

14. DSU is entitled to carry out target admission within ATFs in accordance with in accordance with the agreements concluded with the state authorities, local self-government to assist them in training the appropriate specialization, and to organize a special competition for these vacancies.

15. The university has the right to admit students above the ATFs on the commercial basis.
